Dr. Arthur Porter, the holder of a St. Kitts & Nevis passport, and appointed an appointed Honorary Consul to the Bahamas . along with an associate split what is being described by Canadian Investigators as the biggest corruption fraud payout in the history of Canada.
Dr. Porter who was appointed Honorary Consul to the Bahamas by St.Kitts-Nevis Prime Minister Dr. Denzil Douglas on August 16th 2012 is today fighting extradition from a Panama jail cell to face corruption charges related to a hospital project in Canada in which he and an associate are alleged to have split a $22.5 million kickback on a proposed $1.3 billion McGill University Super Hospital Project in Canada.
Canadian Officials had been wowed by the larger-than-life persona of the man behind the McGill University superhospital project, Dr. Arthur Porter.

One Official a Mr Begeron Testified in a Quebec before the Charbonneau commission of inquiry into corruption “We had someone before us who was president of the Security Intelligence Review Committee, who was an eminent oncologist, who we were told was the best manager of hospitals in Quebec,” What Quebec needed was more Arthur Porters, Mr. Bergeron, a longtime senior civil servant, was told when he arrived at the PPP agency in the summer of 2009.
Dr. Porter is not only fighting extradition from a Panama jail cell to face corruption charges related to the hospital project but he was forced to resign from the Canadian federal spy review board, after the National Post exposed his business dealings with notorious lobbyist Ari Ben Menashe in November 2011. He stepped down as chief executive officer of the McGill University Health Centre (MUHC) the following month.
Despite the exposure of his alleged shady dealings and charges of embezzlement and involvement with a notorious lobbyist which forced his resignation and sacking from a number of boards in Canada he was still none the less able to convince and wow the Prime Minister of St.Kitts-Nevis enough to be appointed and named a Honorary Consul of the country in 2012. It is unclear whether Porter remains in possession of his St.Kitts-Nevis Diplomatic Passport and whether he remains an Honorary Consul for St.Kitts-Nevis.
Porter is one of a growing list of seemingly nefarious characters that have managed to get their hands on Diplomatic and Other Passports of St.Kitts-Nevis. Characters including Teodoro Nguema Obiang Mangue, nicknamed Teodori who is the son of President Teodoro Obiang Nguema Mbasogo of Equatorial Guinea . In 2011, the United States Government filed a corruption charge against him, seized US$70 million of his assets. In July, 2012, the French police filed a warrant for his arrest, and one month later they seized his mansion in Paris, as well as his cars. Then we have another holder of a SKN Passport Rustem Tursunbayev who is wanted for embezzlement in Kazakhstan. Then of course Alireza Moghadam, the Iranian, entering Canada with a SKN diplomatic passport, and claiminguntruthfully that he was there on our behalf to meet with officials, including the Canadian Prime Minister. There is also Godswill Obot Akpabio, the Governor of Akwa Ibom State in Nigeria, who, we’re told, also carries a SKN diplomatic passport. Akpabio has been accused of orchestrating secret and silent killings, assassinations and unprecedented abuse of power. Recently another African popped up on the International Radar with a SKN Passport. Oluwaseun Ogunbambo is facing trial in Nigeria for obtaining money by false pretences, forgery, using false documents and conspiring to fraudulently obtain money from the Nigerian Government. The judge in Nigeria refused him bail in October, 2012, because of Ogunbambo’s criminal past and his “crooked history of illicitly obtaining international passports”, and with different identities.
Then we have the Three Iranian who were listed on a US Government Sanctions Evaders List. Pourya Nayebi and two other Iranian men, Houshang Hosseinpour and Hushang Farsoudeh are all holders of SKN Passports are at the centre of a United States Treasury Department’s investigation into companies in Switzerland and elsewhere that are evading US sanctions against Iran.
With this laundry list of nefarious characters and illicit actors there is little wonder that the US Treasury department recently issued an advisory regarding the St.Kitts-Nevis Citizneship by Investment or Passport Sales Programme.
