USVI Governor Mourns the Loss of Tax Assessor Ira Mills
Sandy Point, St. Kitts – The U.S. Virgin Islands is mourning the passing of Tax Assessor Ira Mills, a respected financial leader and public servant. Lieutenant Governor Tregenza Roach announced earlier today that Mills, who had been an integral part of the Office of the Lieutenant Governor for over a decade, passed away this morning.
The Lieutenant Governor extended his deepest condolences to Mills’ family and loved ones, particularly his daughter, Macy Mills, who serves in the VI SHIP/Medicare Division within the Office of the Lieutenant Governor.
According to the official statement, Mills had served as the Territory’s Tax Assessor at the Office of the Lieutenant Governor, Division of Real Property Tax, since March 2016. His tenure with the office began in 2011 when he was appointed Director of Business and Financial Management.
“Ira Mills was a meticulous and thorough professional with an extensive understanding of Virgin Islands tax laws. His just and fair application of these laws ensured the integrity of the Office of the Tax Assessor across both districts. His passing is a tremendous loss, not only to our office but to the entire Territory,” Lieutenant Governor Roach remarked.
Assistant Tax Assessor Chalma Moorhead has been appointed Acting Tax Assessor until a permanent replacement is named.
A Legacy of Service and Accomplishment
Before joining the Office of the Lieutenant Governor, Mills held various high-profile positions in public finance and management. He served as Chief Financial Officer at the Virgin Islands Housing Authority from 2008 to 2010 and as Director of the Office of Management & Budget from 1999 to 2006. His leadership was instrumental in securing a $188 million Community Disaster Loan cancellation for the Virgin Islands government, a critical financial achievement for the Territory.
Educational Background and Contributions
Mills was a distinguished alumnus of the University of the Virgin Islands (UVI), where he earned his Bachelor’s degree in Business Administration and Management in 1976. He later pursued his Master of Business Administration (MBA) in Finance at the University of Cincinnati’s Carl H. Lindner College of Business.
Beyond his governmental contributions, Mills was committed to community service. He was a longtime board member of United Way U.S. Virgin Islands, advocating for poverty alleviation and community development.

Originally from Sandy Point, St. Kitts, Ira Mills was among the early noted graduates from UVI in 1976. His dedication to public service extended beyond national borders, leaving a lasting impact on both the U.S. Virgin Islands and his homeland.
