St.Kitts National Dr. Janelle R. Clay Earns PhD in Educational Policy Studies, Advancing Equity in Education

Atlanta, GA – December 16, 2024
Dr. Janelle R. Clay, daughter of Dr. Leroy and Pat Richardson, marked a significant academic milestone by successfully defending her PhD in Educational Policy Studies at Georgia State University on October 24, 2024. She was formally hooded during the university’s commencement ceremony on December 16, 2024.

Dr. Clay’s dissertation, titled “Exploring Black Student Representation in Dual Enrollment: A Critical Race Mixed Methods Study,” delves into the underrepresentation of Black students in dual enrollment programs across Georgia high schools. Her groundbreaking research employs Critical Race Theory and Quantitative Critical Race Theory (QuantCrit) to uncover systemic inequities embedded in educational processes, contributing meaningful insights to educational equity studies.

Building upon an exceptional academic foundation, Dr. Clay holds a Master’s degree in Urban Policy Studies from Georgia State University and a Bachelor’s degree in Sociology from Emory University.

Currently, Dr. Clay serves as a Senior Research Associate at Education Development Center (EDC), where she continues to influence education policy through research and program evaluation. Her professional journey includes key roles such as Senior Researcher at DVP-PRAXIS LTD, Senior Research Associate with Atlanta Public Schools, and Assistant Director for the City University of New York’s Office of Research, Evaluation, and Program Support.

Dr. Clay’s career reflects a steadfast commitment to advancing equitable educational opportunities, grounded in rigorous research and practical application. Her achievement highlights a legacy of academic excellence and social impact, inspiring others to address critical issues within the education system.
